Department of Revenue Value Adjustment Board Training – Changes to 2013 Draft
From Miami to Tallahassee, and places in between, there was an uproar over the 2013 Value Adjustment Board Training draft. More than 100 pages had been deleted. There was no redlined copy so everyone could follow what changed and what did not. Overturned case law was retained while current and governing case law was deleted – materially affecting one of the criteria. And the time for comments was inadequate.
One South Florida attorney was so angry, he wrote a several page letter to DOR alleging professional malpractice. Others agreed.
SO, the Department pulled the draft, instead going back to the 2012 approved Training documents, and adding statutory updates from the 2013 legislative session. The next deadline is scheduled for the end of September.
BUT, some suggestions have been made – that the Department hold off setting a deadline for the next document until the Auditor General’s Report on the Value Adjustment Boards is circulated. And an additional suggestion is to wait until the next audit of the Department is set up – should be within a matter of months. Then, with those two sources of input from the State available, it may be more efficient to improve and update the Training materials.
